Fortunately, the introduction of the new clause in the policy is going to help other apps significantly in reaping the benefits of Facebook. It might be beneficial for Facebook also because it’s going to be the parent web from where other apps inherit a few features for the sake of good.
Not only this, it will help the Facebook regulators to create dominative rules and policies in order to discourage abusers. It can be done by creating a fair and open development platform for innovative minds to use Facebook API to create a difference.

However, the old API users are required to submit their requests for the permission. These apps will be reviewed and allowed to regain access. Although friend lists will not be available for independent export, call to action functions could be used by the developers.
